I have used POVRAY to render some images of scientific structures, and I
am about to publish the images in a scientific journal. I would like to
cite some reference to the POVRAY program and developers. Is there an
approved citation?

 I don't believe the POV-Team has an official statement available for
this purpose. Probably the best you can hope to do is to mention that:

   POV-Ray is a "Raytracing" program that operates with a text based
interface and produces near photographic quality images. POV-Ray is a
freely available program that is developed and maintained by a group
of volunteer programmers who do this in their spare time as a hobby.
POV-Ray is quite often used a chemical/molecular visualization tool
and many programs have be written that allow people doing scientific
research to have the ability to show their work in ways never before
possible.

  You might also wish to include a web page address for the program so
if people are interested they can explore the program for themselves.

I like this, Ken--I've been wondering how I should describe POV-Ray on my
gallery page. The only way I would want to change your version would be to
preface "near photographic quality images" with "is capable of producing".
Let's not let 'em think it's as easy as toast. ;)

Thanks for the response. I'll try to put something along these lines in, but I
don't know if it will fly. The usual kind of cited (and numbered) reference
is:

"26.  Shmo, J.  How to make really  neat pictures. Journal of POVrayology, 2,
23-26. (1999)"

I originally just wrote:

"30. POVRAY. Persistence of vision raytracer 3.1"

The editors wrote back "please provide author and place/institution of
publication"

I don't know if these journals are ready to cite web pages as a reference.
I'll try and find out.

I may just have to allude to POVRAY in the text, by name, without a reference.

Since it is not a publication per se it would be difficult to provide a
reference of this type but perhaps the info below will suffice ?

This comes form the POV-Ray documentation and includes a citable reference.
Well at least there is an ISBN number you can quote:

are no plans to reprint them. However there is now a POV-Ray 3.02 book and
CD-ROM available in Japanese. It talks about the Windows and Mac versions of
POV-Ray, and various utilities. The CD-ROM is dual format, Windows/Mac. It was
written in Japan by Hideki Komuro-san, and published by ASCII Corp. in June
1998, ISBN 4-7561-1831-3.

I'd guess that most are these days. I think there is even an ISO
standard on how to reference them, but I seem to have lost the URL.
However, google (http://www.google.com) found the recommendations of the
American Psychological Association for me:
