I'm a fairly new user who just can't seem to get this. Here's the
scenario. I've got three torii in a row (the other shapes in the image
aren't important: I didn't use unions or differences or anything
fancy). I want to make the torii glow blue. I tried placing all kinds
of halos in them (glowing, attenuating, etc.). I made sure that the
torii were hollow. (Am I supposed to remove the PIGMENT keyword from the
torii?) Is it possible to place a halo into a torus, or am I a nitwit
and didn't read the docs correctly? Well, thanks in advance.

It should be. There was an image in the IRTC once of a fusion reactor (or
something like that), which used a halo in a torus, if I am correct. It was
somewhere in the winning ranges, so it shouldn't be too hard to find:

Look for the "Great engineering achievements" round. If you are lucky, it
comes with sourcecode :-)

Now a wild guess:
You say, "the other objects are not important..."
Now: Is by any chance one of these objects a plane? because planes have an
"inside" too: Everything on one side of the plane is defined as being
"outside", everything on the other side is defined as being "inside". And
since a plane has an "inside" too, it too needs to be made hollow, or it
will kill every halo that is on its wrong side (the "inside"-side).

Hope it helps,
Johannes.

The magic number here is 3....

When light passes through at least 5 surfaces, by default
transparency becomes disabled. Make sure

global_settings { max_trace_level 12 }

(or whatever -- something at least as big as the maximum
number of transparent surfaces you will have along a line
of site)

What type of halo are you using? My best advise is to create the object
aroudn the origin, make sure that the transmit and/or filter values in the
pigment are high, make sure it's hollow, and then translate the final shape
to the desireed location.

Also, make sure you're rending at +q8.
