Most of the blocks in hatblock6.jpg could be done quite trivially with CSG
using spheres, cones, planes, toroids and/or lathes. The large hatblock in
the background and the one in hatblock1.jpg, however, are probably too
difficult to be hand-modeled in Pov.

Wings3D (http://www.wings3d.com) could model these shapes pretty well.
Wings is not a render so you'd have to then use Crossroads (or something
similar) to export the shapes from Wings into Povray for rendering. Wings
is fairly easy to use (much easier than Blender) and at $0, you won't find
anything chaper.
OpenFX (http://www.openfx.org) might also be worth a try.

I have successfully run it under Wine, so if you have MacOS X you
might have some luck. Better try the demo before you cough up the
dough, as it's not little - $199 for the student discount, $799
otherwise. Might have changed since the last time I checked so you
might want to check on their site.

How?
I use hand-placed triangle meshes all the time, but the complexity starts
to get unmanagable after a hundred faces let alone the thousands that would
be necessary to create smooth surfaces.

Form a curve out of about 20 points and rotate the curve around like a
lathe. This will take care of most of the objects. Using a little math to
bend the object after that would take care of a few more. A lathe would work
on many of these as well, but would not allow for bending.
