    There is nothing to the light fixture, just some cylinders and torii. It
would take me longer to clean it up than for you to write it. The glow is :

 glow {
 location < -8.0, 0.0, ZEE >
 size 2.5
 color < 1.0, 0.0, 0.0 >
 fade_power 2
 type 0
        }

with a light source :

light_source { < -8.0, 0.0, ZEE >
               color rgb < 2.0, 0.6, 0.6 >
               fade_distance 50
               fade_power 2 }
                }

        ... again, nothing special.

Unfortunately not, individual glows can only be spherical at the moment.  
But if you string enough small, dim glows together, you can get 
approximations of other shapes.

As far as I understand it (I.e. not really that well) the glow is a 
rendering shortcut which calculates the brightness of a hypothetical glow 
point based on how close to the light source the ray passes.

I suspect that someone else (I.e. Chris Huff) could explain this far 
better than I can or have.

    OK, so I did change things a little and I might end up making a scene
from it. The fluorescents need some work and a few more basic parts, but I
think it is possible to make some good ones with glows.

Like you say the flourescents seem to fuse in the middle.  And maybe a good
idea to use a wall mactro, those lumps overlap mortar/block.  I seem to 
remember Bob (or was it Grim), who did some real good concreet block quite
a while ago that would look great in here.  

Those emergency lights do look good.

May I recommend using radiosity only to light your scene? Those
shadows are way off with such a blurred glow, methinks.

    I have done a couple of tests of that, but until I really get somewhere
with the scene, I don't think I will be rendering many radiosity tests...
Maybe there are some adjustments I could do, but 20 min without and 7.5 hrs
with....?

This loses a lot without the lighting.
A low error_bound is probably needed, say about 0.2 or so.
Did you see what Xplo Eristotle had tried for radiosity settings?  Posted
here recently; seemed to do well both for time and quality from what I saw
of it.
Your fluorescent lights show a great example of the use of glows.
