I'm interested in actually creating a poster of some of my pieces that I've
done in POV-Ray, but I seem to be lacking in the ability to create a decent
poster looking template.

For example, the "Reach for the Stars" picture has a nice black/blue border
with the title printed largly on the bottom with some smaller extra stuff.
I would think this would be easy to do, but I need some good pointers.

What I'm looking for is either a tutorial on how to quickly create something
like that or a template where I can just plug the picture, title and author
information in and it spits out the image and a desired resolution. Note
that I don't have photoshop, but I do have GIMP, Powerpoint or whatever
free tool someone can point me to.

For what it's worth, I didn't have a lot of ideas either when I did the 
Reach for the Starts poster design, so I looked around for designs I liked, 
and calculated the border/image ratios from them. Then I tested a good 
number of fonts until I found a couple of ones that looked good. For this I 
used Picture Publisher, but the Gimp should do the trick.

For my own posters, I tend to use the following:
4800x6400 pixels : border =  30 pixels background colour + 10 pixels main 
colour + 760 pixels background colour
5000x5000 pixels : border = 10 pixels background colour + 5 pixels main 
colour + 750 pixels background colour
The background colour is either black or white and the main colour is the 
one also used for the text. I usually derive this colour from the dominant 
hue of the image itself.

I'm thinking about doing something similar, although I have not thought 
about it in detail, yet. What I would (or will) do is to write a little 
Gimp-plugin in Perl, so that you can easily experiment with different 
fonts/colors/border styles. Don't know when I'll find time to do it, 
though, but it's definitely on my TODO-list.

So if you're interested in it, just drop me a note and I'll tell you 
when I have something worth sharing. If you OTOH find an already 
existing solution or develop your own, I'd be interested in hearing 
about it (and I'm sure there is something like that out there already).

Maybe the screen.inc include file can help.  I have used it to place a
copyright notice ("Oasis", IRTC 8/2004), but I haven't tried a border yet.
You should be able to pull it off with boxes.
