I cannot imagine another place to ask this so, here we go.
I have a nice utility (Wilbur) that claims that it can export its
height-fields as POV TGA 16-bit, but it doesn't seem to work with POV. So, i
tried to export as BMP instead, but Win(Mega)Pov refuses to import it.
So, does anyone know a solution? Maybe a small utility to conert a BMP (or
something like that) into a proper 16-bit HF for POV-ray?

I've never found anything to do that yet.
There is an old converter for DEM to POV 16bit targa files:

And also a general purpose heightfield converter:
http://bealecorner.com/gforge/hutilbin.zip
hcon.exe within that zip file will output POV 16bit targa.
Neither of these would be nearly as good as just using something like HF-Lab or
Leveller or similar program.
Yet another one is CVS2POV: http://earth.leeds.ac.uk/~rjs/comput/csv/csv.htm
The 16bit targa being special, in that it lacks the blue channel whereas most
16bit image files are most likely to be something of a 5bit per color channel
type thing (I'm guessing of course), makes it difficult to find utilities for
but I'm often surprised that I can never find anything much on this when I
search around.

Btw, are you saving the TGA output as Image or Surface type? I think only the
Targa Image (24bit POV) works right, it should just be a 24bit Targa less the
blue channel. The other Targa (surface) type is different special format.

Glad to see that Wilber still lives. I use it to work
planet surface maps. See the thread titled Hex World
in p.b.i. I have saved the files as plane *.tga type
and the image works fine.

Well, it works, but the surfaces are 8bit, I believe, because they are not
smooth at all.
