Hmm...try giving it a fairly large scale bozo normal and use a high 
brilliance value in the finish. Some very small scale normal coupled 
with low-brightness specular highlights might help, maybe also a small 
amount of reflection, not enough to really be visible, but just to add a 
small effect. You might also want to try some iridescence.
Add some filtering transparency, and if you are using MegaPOV, use 
double_illuminate. And finally, use radiosity.
