F = -1/(4*Pi*Epsilon_0) * q*Q/r^2
q,Q are the charges of the balls
Epsilon_0 is a physical constant (8.854 * 10^-12 kg*m^3/(s^2*C^2))
r is the distance between the centers of the two balls.
