The texture itself is simple;
an appropriate filtering pigment, low diffuse (I use about 0.1 - 0.4), a bit of
specular and almost as much reflection. The ior of alcohol is slightly higher
than that of water (1.33), I generally use 1.36 or some such. There really is no
one perfect solution, you have to test it in the intended setting.
The real beauty of this image is the refracted caustic (that's what it's
demonstrating, really). True caustics can't be rendered with official POV, but
they can be done with Nathan Kopp's UVPov (http://nathan.kopp.com/patched.htm)
