I often receive requests from academic folks as to how POV-Ray
should be referenced in scientific papers, journals, etc.

I normally just tell them to reference the web site, but I'm
wondering if there is a better response.

I'd like feeedback from users, particularly those in positions
that require them to write such references from time to time,
as to what would be a better answer to these questions.

My answer is connected with idea around website. I think that website could be
designed with some kind of chapters:

www.povray.org\sdl\
www.povray.org\papers\
www.povray.org\science\
www.povray.org\sci-fi\
www.povray.org\artists\
www.povray.org\contests\
www.povray.org\download\
www.povray.org\community\
www.povray.org\about\

in case of science it could be examples of scientifical purposes of povray -
latest SEM images, galactic, atom rendering etc.

I think it's fairly common to reference a software with a link to the
website.  What might be helpful is having a list of scientific
publications involving Povray on the website, most people writing such a
paper will find this quite useful.

Actually, Chris' question was the other way around.  He wanted to know 
how someone writing an article on some topic would reference POV-Ray, 
not how the POV web site should document where it has been mentioned.

I answered this short way becouse usually I have problems with proper english
and my intentions can be readed wrong. This time my intention was answer that
url is best way of referencing but splitting website to chapters (it was already
partially done as left menu shows) can show povray in more scientifical view.

I had a similar problem, when I did a paper for my translation-studies ...

We had to translate a text (english->german), and I decided to take a part
of the POV-Ray Doc (3.1g) ...

But as it is common, to give some resources, where the original text could
be obtained, I had to rely on, that the link to the PDF I used, does not
change in the next 2 years ...

I think there is still a bunch out there, where "INTERNET" is not so well
known, and where it is uncommon, to give a resource that is not like

"Author, Book: Vendor, Year, ISBN: pages"

I had to do some really strange discussions to tell them, that:
  "THERE IS NO PRINTED VERSION !"

For what it's worth, SAS, the famous statistical package, is referenced in
peer-reviewed papers the following way :

SAS Institute, 1988. SAS/STAT User's Guide. SAS Institute Inc., Cary, NC

So POV-Ray could be referenced as follows :

POV-Team, 2002. Persistence of Vision (TM) Ray Tracer. POV-Team,
Williamston, Australia.
