what your software does exactly ? is it only manipulation of centers and
radiuses ? (radii ?)

Programmed with Delphi 6, I'm not a mega power programmer, but you can place
the control point while clicking on the canvas, set the radius of each
sphere_sweep, change the spline kind (B, linear or cubic) and it have a
window to see the source of the sweep and you can modify them... (I don't
speak english very well, excuse me, I hope you undersatnd...)

The homepage of SpilinEditor has changed sometime ago (but not the program
which hasn't update since then).
The new page is:

I was mumbling a total rewrite targeting several platforms, but it's hard to
choose the programming environment:
1 - use Java and OpenGL4Java bindings
2 - use Python and PyOpenGL bindings
3 - use C++ and some cross platform GUI toolkit such as WxWindows or FLTK
4 - do you know something else which will run on Windows, Linux and MacOS ?
