The homepage of SpilinEditor has changed sometime ago (but not the program
which hasn't update since then).
The new page is:

The download section is almost at the bottom.

I was mumbling a total rewrite targeting several platforms, but it's hard to
choose the programming environment:
1 - use Java and OpenGL4Java bindings
2 - use Python and PyOpenGL bindings
3 - use C++ and some cross platform GUI toolkit such as WxWindows or FLTK
4 - do you know something else which will run on Windows, Linux and MacOS ?
