In contrast to colour systems typically used in computer graphics (like
sRGB, CIE RGB, CIE XY etc.), which reference light colours, Munsell is a
system to reference pigment colours. Within the boundaries of such a
system, referencing an illuminant /per se/ doesn't make any sense.
Likewise, giving xyY coordinates for such a system doesn't make sense
either -- unless you also mention the lighting conditions under which
the pigments are viewed, i.e. the illuminant.
I would therefore conclude that the Munsell white point you dug up
refers to the illuminant that was used to measure the pigments' xyY
coordinates.
Thus -- assuming I got the colour physics right on this one -- for
proper representation of the actual Munsell pigments you'd need to
divide the pigment colours by the colour of illuminant C, in order to
undo the presumed white point bias. (Theoretically you'd need to to this
in continuous spectrum space; in practice, you should do this in either
XYZ or sRGB space, but whatever you choose it will be imprecise.)
You also need to make sure that the colour of all light emitters
(light_source, background, ambient_light and emission parameter) is
uniform, but as Munsell at its core only describes pigments, you can
choose any illuminant you like -- I'd recommend D65, i.e. <1,1,1>, to
make the image's overall hue harmonize with the surroundings the image
may be presented in, which will typically be web pages. (The W3C has
standardized sRGB as the colour space for the web, so any "pure" white
or grey on the web corresponds to D65).
As for the term "reference white point", this is the light colour that,
in any given context, corresponds to some "official" white. When talking
about colour systems, the term is synonymous to "system white point"
from all I know.

I just noticed that the data I am using has no values where C (chroma)
is zero. Shouldn't there be a column of gray values up the middle of the
shape?

I just noticed that there are sRGB values in a spreadsheet here:

I may just use those instead. But are they copyrighted?

The 1943 renotation is an extrapolation of the 1929 data set, and is
thus far more comprehensive. It would certainly be more useful than

Note "derivative works" in their language. Also note the Copyright
Infringement link, which wields the DMCA. These people sound serious.
I have rendered the 1943 data myself, but I dare not publish it. At
least the copyright on the 1929 data has expired. If it makes you feel
better, most of the extra 1943 points are outside the sRGB gamut anyway.
(One copy on one computer? Screw that! I'm not screening these files
out from my regular backups.)
You can always contact RIT for permission to use their data in a
GNU-LGPL 2.1 project. The worse they can do is say no. Alternatively,
you can go straight to the source at:
https://www.osapublishing.org/josa/abstract.cfm?uri=josa-33-7-385
but you will have to pay for it. The OSA Web site is also copyrighted
(as are nearly all Web sites), but I don't know what rights are reserved
for the papers in their library.

That sounds about right.
What is also worth mentioning is that the human vision system is very
good at figuring out what that underlying "unbiased" colour is by doing
the division for you automatically. It figures out the illuminant colour
from the surrounding view, so can be tricked/misled. What this means is
that you could have exactly the same RGB value on two different coloured
backgrounds, and you will be convinced the RGB value is different.

What might me worth doing is to add 4 "control" blocks, where you set
the xyY values to that of the sRGB primaries and the white point:

In theory those should end up as pure red,green,blue and white on your
final image, and would highlight any lighting issues with the scene.
