I'd like to see something like

features and the many possibilities.

is an excellent resource for many of POV-Ray's features.
Christoph's tutorials

are excellent also.
Obviously a project that would include most or all of
POV-Ray's features and abilities would be extensive,
requiring a lot of work and cooperation. Maybe it's
a pipe dream, but I plan to make a stab at starting
something like that some day, if someone else
doesn't beat me to it :-).
