In the first case, 'unnecessarily' is an adverb modifying the
adjective 'complicated.' In the second case, both 'unnecessary' and
'complicated' are adjectives modifying the noun 'devices.' In this
case a comma is needed to enforce a pause between them and thus divide
the emphasis equally among them.
