It can be distributed, so long as it meets all the rules set out in POVLegal.
That means it has to display the copyright notice, of course, but it doesn't
have to bring up a splash screen as it would be based on a (nonexistent) 
version that doesn't actually bring up a splash screen.

Of course, the Unix version can be redirected to /dev/null and all copyright
text gets sent to the bit bucket; I don't know of any way to prevent that
sort of abuse and still provide a command-line version of POV.
