I am trying to create a sparkling fire effect, ie...
(Just as an example) in the movie Fifth Element, when they are placing
the stones on the altars near the end of the movie, each stone has a
shimmering effect above them, depecting the color of that particular
(Element).  This is something similar to what I am trying to achieve.
Is there a way (or texture, or light filter or whatever) to do this in
Moray, POV, or Bryce?  I would like to have it in POV or Moray if
possible.

You could probably do it by using several very small, well placed
spheres, give them a high ambient value, and then attach a lens
flare to each one. I did something similar in a tribute to Chris
Colefax a while back and it worked pretty well. This might even
be possible to set up in Moray but since I don't use that program
I can't say for sure. For creating the flame itself you are on
your own.

P.S. This question would have been better asked in the newuser
or advanced user group instead of this binary scene-files group.
It helps keep the groups better organized.

To do the fire effect, you could try to use media inside a cone:

You could also try using a wood pattern instead of the bozo pattern in 
the density_map
