A lens flare, media, a glow, a bright spot on the sky_sphere, a black hole
warp of some pigment, an image map, a spherical texture layered over the
sky, or a non-linear transformation of a sphere.
Or perhaps post-processed in with Photoshop

I don't think anyone here got it.  Wagner might've but I stopped reading
after the first two lines. :)  


Just checked.  Nope, no one guessed correctly.  So here it is...No, wait I
think I'll leave you hanging a bit longer.  Here's a clue:  It uses
Megapov's abillities, but doesn't need to in all situations.

It looks like it could be a specular (or maybe blinn?) highlight.  The last
time I saw this done, I think the person used a very long transparent
cylinder that connected the light source with the camera.  The highlight
showed up on the inside of the cylinder, producing a nice, soft flare effect
very much like this one.

Also, I think a similar effect could possibly also be created with a
highlight on a large object behind the light source, such as a large
transparent sphere.
