Since you ask :)
Animation Shop 2, which came with my Paint Shop Pro 6.
But does (insert your fileformat here) to AVI, and can save directly to
DivX, so it works pretty good. It's slow when workin with large (500+
frames) animations though..
And it costs money..

Free? Website says shareware... (and doesn't seem to elaborate... maybe the
installer will when I run it.)

Andrew.

After the trial period, you need to click the "Non Commercial Use" field on the
splash screen. No other limitations I think.

Yeah, I would be interested in a good programm, too. I've tried:
- VidEdit
- AviCreator
- bmp2avi
- Bmp-Avi

Any of them failed to handle PAL DVD-size 720x576.

TMPGenc will do BMP to AVI encoding very nicely in that format.

I hear VirtualDub works well too.

Well, they do with AVI to MPG. But are you shure, that they do with BMP,
also?

Quite sure. Download it and play with it.

http://www.tmpgenc.net/

There is also a plug-in in p.b.u that will let you use PNG files with
tmpgenc.

http://news.povray.org/povray.binaries.utilities/15796/

Just choose the first frame of your animation as the source file. If you
want to output divx avi read this tutorial

virtualDub; converts from a set of BMPs to AVI using any codecs installed,
and is very configurable.

TMPGEnc myself. And the PNG reader plugin for it. You have got to be a
total nut to try doing anything serious with an encoder if you start with
BMP files. :( Then again, I wasn't trying to make mine standard size for
video.

www.tmpgenc.net

and the following for the vfpng file you need:

http://news.povray.org/povray.binaries.utilities/15796/

BTW, it might be nice if someone (like Petter Harris himself) put this
thing someplace where it could be found easier. Like maybe even providing
it to the TMPGEnc people... I don't like stuff that is very useful, but
can't be found where you actually expect it to be. It would be much
better if it was someplace everyone can find it that is downloading the
encoder imho.
