I suspect the answer to this may be "No", but just in case...

Is there any way of determining the axial vector of a sphere_sweep at any
arbitrary point on that sweep.
The determination of this is obviously trivial using a linear_spline, but is
there a solution for b_spline and cubic_spline.
(Reason for question: I'm trying to determine the placing of joints and
flanges on some pieces of complicated pipe-work and atm I'm limited to trial
and error.

Have a look at the Spline_Trans macro in transforms.inc, I suppose it could
be modified to do what you want.
BTW, there are lots of goodies in the new inc files, they're worth checking
out if you haven't done so.

OK, I'll have look there tonight, but don't blame me if I come back looking
baffled and begging for clarification :-)

I do occasionally dip in to get ideas; that's where I got the idea of the
refinement to Fabien Mosen's shear.pov ; however, I must admit that I
haven't spent as much time on them (.inc file goodies) as I should have done
