Hmm, I'm not sure it would be easy to do - mencoder seems to only
support the following:
mjpeg - Motion JPEG
h263 - H263
h263p - H263 Plus
mpeg4 - DivX4
msmpeg4 - the old DivX
msmpeg4v2 - Micro$oft MPEG4 V2 (DivX alias MP43 predecessor)
rv10 - an old RealVideo codec
mpeg1video - MPEG1 video :)

Aha, looking at mplayer site (http://www.mplayerhq.hu/homepage/) you
may be right! Isn't mencoder a linux util? Wasn't paul after a windoze
tool?

He didn't say which system he wanted to program to.
Even though usually in this case it means "I want it for Windows", the
keywords 'command line tool' and 'perl' made me think that he wanted it
for linux.
