Convert from an image to a mesh? What exactly do you mean? Do you want a
program that will take an image and generate a scene based on the image?
Such programs do exist, but they require multiple images from several
points of view, and are usually quite expensive. And I don't know where
you could find one.
Or do you mean convert a POV scene file to a mesh? In that case, no.
There are no programs to do that.
