AFAIK this is handled within WISE installer. I do not know about easy solution
now but you can try as follow:

1. Install POV-Ray on earlier Windows on other machine.
2. Save registry related to POV-Ray.
3. Copy POV-Ray tree into the same location on Win2003
4. Load registry to the same location on Win2003

I did not tried this at all but it would be first thing I could try facing
such problem myself.
