Create a new texture, add a pigment to it (rightclick the texture, choose
"pigment") add an image-map to the pigment (rightclick the pigment, choose
"imagemap"). While the image-map element is selected in the TE-tree you can
modify it in the middle-part of the TE, for example, choose the file (GIF or
TGA) you want to map.

POV->MDL not directly in Moray. But there is the POV2MDL tool (for POV 2.2
scenes or so I think) to be found here:

MDL->POV: Of course, this is what Moray does with each render :-) Or you
choose "Export" in the "Render" menu (CTRL+F9).

You'll have to be a bit more specific about what you did and how that
didn't work.
Basically, you create a Standard texture, Add a Pigment, Add an
ImageMap to the pigment and set the filename of the imagemap.

Hmmm. I think you should create a sphere, scale it really large, make
it hollow, and then assign a starfield texture to it.

No and yes. POV cannot be converted to MDL, since POV-Ray uses a
rather complex and proprietry parser and it's difficult to read.
MDL can be converted to POV by pressing Ctrl-F9 in Moray.

Well, sort of. The utility 3DWin that comes with Moray can convert
Lightwave files to a POV-Ray INC and Moray UDO file pair, which you
can then use in Moray.
