Berkeley MPEG tools version 1, release 2.

Portable C. I use it on a Linux PC. The MPEG player only works for
X Window, though.

MPEG 1 (video only alas, as far as I know).

  From the Announce file:

ftp://mm-ftp.cs.berkeley.edu/pub/multimedia/mpeg/bmt1r1.tar.gz

I guess you should replace bmt1r1.tar.gz by bmt1r2.tar.gz.

Note: no graphical user interface. You write a text file containing
the parameters, then run the program, then you have the MPEG file.
Shouldn't be hard to code a little GUI, though. I'd be interested in
one, if someone feels good. Or I might even write one (Perl/Tk,
Python/Tk or Tcl/Tk). Not right away, though.
