Checking out the "Resources" section of the POVRay site has led to a maze of
old and often expired links. I'm hoping some kind soul can point me to a
current link to a freware program that can assemble POVRay generated frames
into the type of MPEG1 file that the ITRC animation contest requires.
Recommendations and/or warnings in regard to particular programs would also
be most welcome. Thanks!

This what I and a couple of others use:
http://www.tmpgenc.net/
It's great, via the File -> Output to File -> Avi you can even output to
Divx or something else if you've got the Codec installed. Pretty simple and
clean application, I really recommend it.

Sorry, I'll have to send my brain into the shop along with your cryatal
ball. I have access to Windows (98 and 2K PRO - I REFUSE to use XP) and
Linux (Redhat 9) machines, no Mac OS. I spend my work day in a dull business
environment where users ( who, as McGruff the Crime Dog warned us, ARE
losers) simply assume that computers are Windows machines. The constant
exposure seems to have begun to damage my own thought processes. Thanks
for the wake up call. :-)

For your linux box, have a look at ffmpeg and toolame packages.
the man page of toolame is long and full of informations.

I still use CMPEG, believe it or not.
I think you can find it at www.mpeg.org .
