"Unnecessary complicated devices".

(I don't remember the exact topic, but something like that has already
  been done in the past).

Fabien.

What's the difference ? And why is a comma required ?

could be a complicated machine that waves to every car that passes by your
house and flashes the registered owner's birthdate after doing OCR on the
license plate.

In the first case, 'unnecessarily' is an adverb modifying the
adjective 'complicated.' In the second case, both 'unnecessary' and
'complicated' are adjectives modifying the noun 'devices.' In this
case a comma is needed to enforce a pause between them and thus divide
the emphasis equally among them.

Unnecessarily, complicated devices... (incorrect)
Unnecessarily complicated devices... (correct)

If one adverb modifies another, no comma is placed to separate them. In
this case, it is "unnecessarily complicated," not "unnecessarily devices,"
so there is no comma.

The second was "Unnecessary" not "Unnecessarily"
