AFAIK This often happens when quality of one radiosity setting is too high
while other is to low, in example with good count and bad error_bound, or
vice-versa.
Second problem might be that light source is too small, then either
increase count very high (along with lower error_bound bound not too much,
and higher nearest_count), and/or, as Stefan suggested - add ambient light
source - object, or small shadowless light.
