This means it's designed for some version of MegaPOV, an unofficial 
patched version of POV 3.1.

If you want to get it, then go to http://nathan.kopp.com/patched.htm

Oh, and be aware that several of the features of MegaPOV have made it 
into POV 3.5 (currently in public beta) although POV 3.5 *is not* MegaPOV 
and vice cersa.
