Absolutely. Paypal themselves, in addition to the protection you get
from credit cards, tracks sellers' reputations, and will refuse to do
business if you've been found to cheat people.
Additionally, banks are quite aggressive in pursuing fraudsters. About
once a month I have to talk with our main fraud investigator about
something, and let me tell you... she is one of the most intimidating
people I have ever met in my life. I would NOT want to be a target in
her sights.
