The reason it doesn't make sense is because the switch from AM<->PM
occurs an hour earlier than the "wrap around" of the numbers (12 back to 1).
If it went .. 10AM, 11AM, 0PM, 1PM, 2PM ... 10PM, 11PM, 0AM, 1AM ...
that would make more sense.
