Well, if you run stackertransp.pov right out of the box you just read 
the stacks.inc file already provided.

If you make WriteFile = true;  then you will invoke makestacks.inc were 
the missing declare should be. Alternatively, you also can declare 
AspectRatio /before/ including makestacks.inc
