On that topic, the provincial government instituted new rules for 
restaurants and reporting sales, to cut down on tax evation, as mulitple 
restaurants would "forget" to report sales paid in cash, or had modified 
POS terminals that did not register all sales.

Mysteriously - by pure coincidence, I'm sure - many restaurants closed 
in the weeks following this law being enacted, including very popular, 
trendy restaurants.
