POV-Ray has no control whatsoever on where in the taskbar it is placed...

... nor what action brings up the taskbar context menu of another
program, or what action brings that other program into focus.

So I seriously doubt that this problem is rooted anywhere in POV-Ray.

A mouse problem, maybe? I got pretty weird and erratic effects some
months ago that initially seemed to be related to one particular
application, too. It took me several days and lots of tampering with
that piece of software until I finally found that some wire in my mouse
cable was broken, and it just happened to show with that one application
more frequently because of how I typically moved the mouse when working
with that one.
