At present - no, definitely not. From what I understand, the Windows
version is /intended/ to always fire up the GUI, and the current license
forbids any removal of this feature, ever since some 3rd party software
authors had silently included the POV-Ray render engine into their own
commercial products without giving any credit whatsoever.
Chances are, however, that the POV-Ray 3.7.0 release proper will come
with a command-line-only version - though the primary reasons are legal
issues again: The Windows GUI, as it is, apparently can't be distributed
under a GPL license. The current plan is to release a GUI version under
the old POV-Ray license, and a command-line-only version under a GPL
(AGPL to be precise) or dual license.
