We may need some more informations:
What version of Windows are you using.
The exact version of POV-Ray that is installed.
Is the name of the file you want to open ends with the .POV extention?
I know nothing about Shoemaster, but it looks like a specialised 
professional CAD product. Maybe you can zip the file and post it to 
povray.binaries.scene-files with the same subject and mentioning your 
original message message.

Personaly, I've never encoutered that error message.
A quick search showed that RealTek HD Manager, grabit or tunebite could 
be the source. It also could be a Delphi error. In that case, it's not 
an error by POV-Ray, as it's not programmed in Delphi.
You may have more luck doing a web search for "EAccess Violation"
