Nope, that's Jim Charter. I'm in NYC, but Jim C. and I discussed it, and
the guy is a licensed cabbie in NYC (in the older series, they showed his
hack license, and it was valid).

"There are 13,000 cabs in New York City"...seems like a 1 in 13,000
chance of picking it, but he does seem to spend most of his time on
Broadway and along scenic routes, so you could probably reduce the odds
by being in those areas.

Well, there is that as well, not figured into the above odds,
obviously. :-) I'd say about the same chance as getting any particular
cab.
