The Windows source code includes the relevant projects for VS6. If you have 
a newer version of VS, given that you don't even know how to setup a new 
projects, you may face problems building with any newer version of VS as 
there may be changes required due to changed system headers and such. 
Consequently, the best advice probably would be to find a local friend who 
can help you, as you questions won'tt be unique to building POV-Ray, but 
using VS.
