In the screenshot there already is a link to the solution!  It tells
precisely where to go: "See the chapter 'Setting POV-Ray Options' for more
information on library paths."  And if you follow the link you will read:

POV-Ray was originally created as a command-line program for operating
systems without graphical interfaces, dialog boxes and pull-down menus. Most
versions of POV-Ray still use command-line switches to tell it what to do.
This documentation assumes you are using the command-line version. If you
are using Macintosh, MS-Windows or other GUI versions, there will be dialog
boxes or menus which do the same thing. There is system-specific
documentation for each system describing the specific commands.

Clearly this tells you the manual is written for the command-line version,
but that is not what you are having, right?  So you need to check the
platform specific section to find out how to set the library include path.
Just go to section "1.5.1.5 Scenes Pane" and set the path for the standard
include folder.

Note that scene specific include paths can be set in the Render Settings
dialog. Section 1.5.1.5.1 outlines that you should not add scene specific
include paths to the global settings (this could possibly cause problems if
scenes use non-standard include files with the same name).

Of course there is also a command-line box for you to enter command line
options directly.  That is also explained in full detail in the platform
specific manual.
