I just found this commentary in the revision.txt file of PoV-Ray 3.6.

There is another file also named "glass.inc" in the %InstallDir\inc
directory.  For 3.6, they renamed the balcony scene's "glass.inc" file to
"bglass.inc" to avoid the naming clash.  But it seems the "bglass.inc" file
was mistakenly left out of the PoV-Ray distribution.  A minor whoops.
