I think less is more would be better, have some point lights with limited
radius (a little more than the width of the tunnel) spaced even along the
roof/walls just far apart that there is a dark patch between the lights,
stick another light on the front of the camera at about 60% brightness of
the others with about twice the range.
for better effect make the cam & cam light lurch very very around slightly
(as though its attached rigidly to front of mine cart going over less than
perfect track)
also the fog in the distance needs to be black, and have an ambient of 0 for
all textures
if this was a still I would try doing something with rad, but that's prolly
a bad idea for an anim (esp if you want to see the results anytime soon!)
