Sure? I think java is more commonly installed than Quicktime, but I may
be wrong. Also PTViewer IMHO gives better quality (panning is more evenly
and less flickering pixels).

There is a version of PTviewer that will also run as a standalone application.
In Windows you can also add an association "open with ptviewer" to jpeg files
so you can open them in PTviewer directly.
(something like C:\WINDOWS\javaw.exe -jar "D:\ptviewer.jar" "%1")
