I've not tried this but look at 
http://www.freedownloadscenter.com/Multimedia_and_Graphics/Graphics_Editors/Any_to_Icon.html

Moray/Povray will output bmp files. If you follow the Moray tutorials, the type
of images you want can be quite easily produced. Ask here for more help if you
get stuck.
