No, it's a cristalize filter over an image (it's a bitmap).
The center is a heightfield, the arrows are bicubic patches,
the rest is CSG.

I think there will be more and more libraries in the web if
the technic get more popular.
Jaime is trying to get the same effect using only pov and he
is getting very close. Maybe some of the great programmers
around here will find another solution or a way to create your
own HDRI probes using pov, who knows?
