I don't really know much about the povray source code so disregard the
following if it sounds really stupid, but.. for every other frame, why
couldn't povray just reopen the rendered image for the last frame and
replace the approprate rows with the rows for the current frame? 

It does seem sort of ridiculous to render the two frames in parralel.
But would it really be hard to just reopen the image from the last
frame for the current frame?
