I've noticed this with programs other than POVWIN.  It happens most often
when closing sub-windows.  For instance, sometimes POVWIN will lose focus to
another program (which is brought to the top) when I close the render
window.  At first I thought it was just POVWIN, but I've noticed (since I
began paying attention) that it happens in many of the programs I have that
has subwindows that can be closed.  That leads me to believe it's a Windows
issue.
