No, that's not at all true. Windows 9x definately has multiuser support. Go
to Start > Settings > Control Panel > Users.

Although, since it will probably be a minority of users that will need this,
perhaps you should just document how to change it if you need to, instead of
making it an install option. But either way, the program should *look* in
both places.
