Try using -s 8000 on the command-line, or adding gravity -1*z in the
global_settings {} of the .cl file, and run Cloth with -s 1000.

The -s value is like the length of time that the simulation occurs over.
Basically, in your image, the ribbon hasn't had time to fall far enough onto
the cylinders.
