Appearance is only part of the Appearance SDK (or for inclusion in
application installers for a license fee), not available as separate update
for users to install. The reason is simple: You need a localised version
which Apple does not provide. Installing a English Appearance localised on
8.0 or earlier would be possible and probably allow most applications could
run, but Apple decided to require 8.1 for Carbon apps because the first
release of Appearance in Mac OS 8.0 was very buggy. As the update from 8.0
to 8.1 is free this should not be a problem because 8.1 includes the
appropriate Appearance library and there are no updates available to it (but
8.5 to 9.1 include updated versions in the System file).
