It's a Quantam field jammer.

"The gate locked onto the target harmonic, but for a moment nothing
happened.  Then a shimmer, and lightning arced between the field coils,
converging on the center, where a small object hovered in space,
spinning internally and oscillating in and out of phase.
    I picked up a small rock, and tossed it into the event horizon, but
rather than the smooth transition of normal transit, the rock
disappeared in a burst of light and static.  I got the distinct
impression that it's energy was spread all over space, and decided not
to risk myself before finding a way to neutralize the effect."
